Left union leads in railway polls in West Bengal

KOLKATA: Left unions have dominated the elections held in Eastern, South Eastern and Metro Railways to decide the employees' bodies that would be permitted to interact with the management. According to law, to qualify as a recognised body, a union would either have to bag at least 35% of the total votes polled or 30% of the total votes.

In Eastern Railway, the Left-backed Eastern Railway Men's Union (ERMU) bagged 42,601 votes and was declared the leading employees' body. The Congress-backed Eastern Railway Men's Congress ( ERMC) got 33,126 votes and came second. The Trinamool Congress-backed EREWC got only 10,684 votes.

In South Eastern Railway, the Congress-backed South Eastern Railway Men's Congress (SERMC) won 29,932 votes and was declared the winner. The Left-backed South Eastern Railway Men's Union came a close second with 27,536 votes while the Trinamool-backed South Eastern Railway Men's Trinamool Congress (SERMTMC) got only 3,443 votes. In the Metro Railway, the Left-backed Metro Railway Men's Union won and was declared the recognised union.

18 of Didi’s Bengal projects are gathering dust

KOLKATA: Rail politics between the Congress and the TMC heightened on Thursday, with the minister of state for railways Adhir Ranjan Chaudhary releasing a status paper alleging the projects announced for West Bengal by former railways minister Mamata Banerjee were motivated by “political considerations”.  

Eighteen projects costing more than Rs. 12,000 crore have not progressed because of inadequate funding or bad planning, Chaudhary said.

Projects have not made tangible progress because of lack of cooperation from the West Bengal government – including delays in providing land and according the necessary clearances, he added.
The status paper points out that the Rs. 3,951.98 crore project for building the NSCB Airport to New Garia metro line had made only 5% progress due to delay from various departments of the state government. 
The document also blames the TMC railways ministers for making “infructious expenditure”. For example,Rs. 54 crore was incurred towards transporting only eight coaches to the diesel multiple unit at Haldia for furnishing, it says.
“The Integral Coach Factory” at Chennai has the capacity to furnish 20 rakes. It was meaningless to transport only eight semi-finished rakes for more than 800 km,” the paper says.
The Rs. 184.70 crore project for the setting up of a mid-life rehabilitation workshop at Adra and the Rs. 277.77 crore electric loco assembly and ancillary unit at Dankuni  — announced in 2010 and 2009 respectively — had also made zero progress, the document says.
“TMC leaders spread the propaganda that rail projects were showered by Banerjee on West Bengal and that huge employment opportunities were being created. The facts are quite to the contrary, as the rail-based industries in the state are a non-starter”, Chaudhary said........

Sagarika Ghose: Hi there, yes there's been yet another tragic rail accident. 32 passengers were killed when a coach of the Delhi-Chennai Tamil Nadu express caught fire early this morning at Nellore in Andhra Pradesh. The cause of the fire in S-11 coach is not known yet. Railway Minister Mukul Roy has hinted at sabotage. Since 1962 there have been as many as five commitees recommending urgent reforms in Railways, but why is it that this transporter of over 17 million Indians everyday, continues to ignore passenger safety. The Karkotkar committee has said that 15,000 die every year on railway track. Are railways the death traps for the citizens of India? Joing us, Dinesh Trivedi, Former Railway Minister, Professor G Raghuram, Author, VC, Indian Maritime University, Akhileshwar Sahay, Railways Expert, Vivian Fernandes, Editor, Special Features-CNBC TV18.

Dinesh Trivedi, a small short circuit in that coach S11 became a huge fire, claimed 32 live, but the ministers said it is sabotage. He almost abdicates responsibility. Is it yet another case of politicians passing the buck on a tragedy on the railways?

Dinesh Trivedi: Sagarika, first of all my heart reaches out to the families who have lost their near and dear ones. Having said that, these are the symptoms of a cancer and that cancer is somewhere in the politics in the railways. It is high time that we stop playing politics with the railways and stop playing with people’s lives. At the end of the day who dies? It is the poorest of the poor. Rajdhani, Shatabdi are perhaps better taken care of because rich people travel in that. Until and unless you deal with safety, I am afraid these symptoms will carry on, accidents will happen, poor people will die, breaking news will take place, we all will come on the TV and nothing will change. I tried to do that, I tried with the experts of the country, they gave me a prescription, I wanted to follow that prescription and nothing else. Unless and until you organise the railways you cannot address the safety period. Railways is in a mess, total mess.

Sagarika Ghose: But Mr Trivedi isn’t it time that heads roll? Isn’t it time that Railway Minister offer to resign or sacked? Because in the railways we find these accidents take place and there is no accountability. The ministers just carry on, the ministry carry on and there is no accountability on the part of the politicians. If the politicians in the railways, when a disaster like this happens, shouldn’t the minister be sacked?

Dinesh Trivedi: Well I can only tell you that when I was the minister, I had told the board that one major incident and you will not find me here. And they all knew my sensitivity. Sagarika we have lost sensitivity. Accidents happens, people die, compensation, life goes on as usual but people who have died there families will never forget this. So yes, heads have to roll. And it is time Prime Minister has to take a call as to what he has to do. Don’t play with the lives of the people. But in all cases it could have been any minister but still.

Sagarika Ghose: Why is it the railways doesn’t take action for those lives lost simply because of an accident? Today was not the only accident Professor Raghuram, we have 15,000 people every year losing lives crossing tracks. This is the Kakotkar Committee report. Now the Kakotkar Committee itself has said that it is massacre. What needs to be done? Should heads roll? What needs to be done, because more will continue to die.

G Raghuram: Well minister’s heads rolling is one thing but what I think is more important is a lot of the solution lie clear is one of implementing. That’s also the Karkotkar Committee talks about that the railways suffers implementation paralysis. For example if you take deaths on the Mumbai suburban tracks, there is no reason why we cannot have flyovers and pedestrian crossings at a very high frequency. Then a lot of the deaths happen in the night when people cross and the lights of the train blind them. Why can’t we have the suburban tracks system lit, after all if the highways can be lit this section be lit? So there are a lot of solutions that are possible. Take this fire accident, train safety system needs to come in place where If any such incident is detected the trains should stop. Then the recovery, you can save lives and reduced the damage if the people are able to get out of the coach quickly. I think our Indian railway coaches are not designed for easy, quick exit.

Sagarika Ghose: Not designed for easy exit. As I have here, fire extinguishers are not there, cooking gas is used in the pantry car despite the ban, over reliance on safety signals, all other measures are ignored. Why is it there are so many committees on railways, it is said to be the most studied institution in India, why is it there an implementation crisis?

Akhileshwar Sahay: See, Raghuram very clearly said and if you look at the Karkotakr Committee report its last line says that the railways suffers from implementation bulk. And out of the all the reports none of the recommendations have been implemented.

Sagarika Ghose: Read out that last line from the Karkotkar Committee report.

Akhileshwar Sahay: It says reluctance of Indian railways to own these causalities which does not fall under the purview of train accidents but are accidents by count of train by no means can be accepted in no civilised society such massacre.

Sagarika Ghose: No civilised society can accept such massacre, the Karkotakr Committee is says these are massacres on the Indian citizens.

Akhileshwar Sahay: Look at today’s accident, it was a fire accident. Railway officials are not trained to take care of fire accidents. Number two, in fire accident, the injured cannot be taken care of in a normal hospital. There 25 injured, accident happened at 5 am, why by 7 am they could not be airlifted to Hyderabad or Chennai?

Sagarika Ghose: So there is no training on handling the fire accidents. Let’s pursue the fact about politicising railways. Railway industry is so politicised that’s why every railway minister, these coaches have no time to be maintained, these coaches have no time to be made fire proof, these coaches are safety proof, in fact they are being used train after train after train. Is the railways suffering preciously because it completely hostage to politics?

Vivian Fernandes: That’s one of the reason but I will not put all the blame on the politicians because the railways has the board and these people are operational. I think there is no safety culture in the Indian railways. The Kakotkar report talks about deaths of 16,000 employees in one year and 2700 injured, do you think an organisation which doesn’t even care about its own employees will care about the passengers? The point is there is no safety culture in the Indian railways. When Dinesh Trivedi was the railway minister he appointed an independent safety panel and when he was removed what did Mukul Roy do, just to spite his colleague he abolish the post of member safety and public-private partnership. So there is independent oversight, you find that there is commissioner safety which is nominal in the civil aviation industry which does after the investigation, there is no safety measure taken and this railway commissioner which is packed with officials.
Sagarika Ghose: Dinesh Trivedi on this tragic day do you have to say I told you so in that speech in Parliament that all I am asking for two paise per kilimeter to keep the passenger safe. Do you feel your words have been proved prophetic, if you do not bring in those revenue Indian citizens are going to continue to die.

Dinesh Trivedi: Sagarika it is said day, all I said that if you do not want to raise the fare then let the prime minister, let the Parliament give the money. If you know that your system is rotten and in spite of that you let the passenger go then I think it negligence amounting to murder knowing fully well that the experts are the best in the country but they work only for the ministers. One minister says safety board, yes, another says no safety board, no, where is the loyalty? Loyalty is more to the minister rather than the railway. They come for two years and then they retire. Let me tell you Indian railway is best in the world, you have a technocrat, you have somebody at the top and give them full independence. Prime minister has to come in, now there is no escape because if a minister like me wanted to implement. Now, it took 4-5 months for expert like Kakotkar, Sridharan, Sam Pitroda and there is one more panellist there. They have worked had and they have given the prescription and they have told how to do it. When you tryto implement you are sacked.

Sagarika Ghose: Is it time that the prime minister asserted himself over the railway ministry and said I will take over it, we will not keep it as a parking lot just to keep a coalition party happy. This is an emergency situation and this is a situation that requires urgent action.

Vivian Fernandes: Sagarika, railway is the locomotive of this country and the prime minister has washed off his hands from this and it is so vital to the economy of a country. in 1997, when there was an accident, the HRD Ministry, Nitish Kumar as the railway minister got the Vajpayee government to sanction Rs 17,000 crore for the safety. A lot of steps have been taken to ensure safety but that is not enough, though accident rate per million kilometre have come down but there should be zero tolerance. I have met official who have gone for a three week study to Japan and in 1960s the Japan train driver overshot a train signal and after that they had a device installed in the cabin which flashes the red signal, buzzer goes off alerts the driver. And still if the driver does not respond the automatic brakes are applied. In 1970s there was a collision and after that a button was installed in the cabin which enables the driver when it sees the train coming in the opposite direction he presses that button, all the train within half a kilometre region are immobilised. In Japan they do not recognise it as a human failure, if there is a failure it is the system failure.

Sagarika Ghose: So there has to be zero tolerance. Mr Sahay what has to be done? Does it requires raising of fare to put system in place or there can be other means for the revenue? Is it possible to raise money with taking political risks?

Akhileshwar Sahay: Sagarika, there are two things, if you look at the Karkotakar committee recommendations, 50 per cent of the recommendations does not require any money. Number two, look at all the programs of the government, whenever the government wants the money for the programs, if railways have to run it has to run with safety. People get hurt in the accident not the railways. What is Rs five lakhs, it is not even six months salary of the railway man. Why shouldn’t the people dieing be paid the net value of the life lost.

Sagarika Ghose: Why shouldn’t the people who are dieing get much more value, get much more compensation? The fact is the deaths on the railways are not taken seriously. Dinesh Trivedi, our panellist here are saying that you don’t even need that much money for safety measures, as Vivian was saying what does it take you just have to fire proof the coaches, you just have to have the sprinkler system to douse the fire. Surely safety measures can be installed without raising large amount of revenue.

Dinesh Trivedi: In today’s modern world given the structure of the railways which is next to the Army, I mean we have the beast of the people in the railways, you need to modernise the railway because the our railway system has become obsolete. To modernise you need to follow the Japanese standard or the European standard. There hasn’t been a single death in railways in Japan for last 47 year. That is exactly what I said during my budget speech that these are the standards I want to reach out to and it is possible if you take away the politics.

Sagarika Ghose: You are politician yourself and you are saying take away the politics from the railways. Mr Sahay as you were saying that the railway ministry is like a Jagir to the railway minister and coalition politics is the dowry for the party which is most dissatisfied.

Akhileshwar Sahay: That’s very obvious Sagarika.

Sagarika Ghose: And as long as that continues there can be no change. It is not the crisis of money it is the crisis of apathy.

Akhileshwar Sahay: There are two things that has to be done, number one, railway minister has to run railways only. Number two, what railway ministers traditionally has done to the governance, the railway official are the best in the country but they have simply not been able to function.

Sagarika Ghose: Let me get you in here, is the answer commercialisation, hiving off the sections of the railway, making it commercially viable, getting in public-private partnership.

G Raghuram: I am votary of that because I think Indian railways is like a big machinery with all these cadres and people with feelings for themselves accountable to hierarchy, but if you really want to make the railway accountable to the end user then public-private partnership is the structure. When we get these organisations and make them responsible for the people then we get a much better responsive organisation.

The real reason why Mamata sacked Trivedi

Dinesh Trivedi played a smart one, but not a very intelligent one, on Mamata Banerjee, but she is likely to have the last laugh on the issue, reports Sheela Bhatt

Dinesh Trivedi's so-called rebellion has nothing to do with the railway budget; it has nothing to do with his proposal to hike passenger fares. Mamata Banerjee has sacked Trivedi because she doesn't trust him. It is as simple as that.

This is the story of the leader losing faith in his junior. She was suspicious, always, of his closeness to the Congress and he gave ample reasons to make her go mad. Trivedi was quite bold in the assertion of his personal views abut his party, the United Progressive Alliance government and Banerjee's mercurial temper. Through some members of the Bengali media in New Delhi, she was well-informed about Trivedi's views on her.

Many reports suggests WRONGLY that 'Mamata is punishing Trivedi for raising the railway fares'. In fact, sources in the Congress told rediff.com, "We were expecting him to go much before the railway budget. It didn't happen, so we believed that he will be asked to go amicably after the budget session."

The Congress thinks that Trivedi didn't tie up his exit plans well, creating an avoidable crisis for the government in the process.

It is very significant to note that Banerjee's ire against Trivedi has been compounded because of the real political issues she is facing everyday in Kolkata.

It is a well-known fact that the Left-led government of West Bengal has handed over a bankrupt state to Mamata. She is not in a position to plan or execute any big development plans because she has to pay a hefty interest on the debt. West Bengal has over Rs 2.04 lakh crore of debt piled up, making it the state with the highest ratio of gross state domestic product to debt in India.

The state budget of 2010-11 said that Rs 15,000 crore was going towards debt servicing. Imagine Mamata's predicament at having only Rs 5000 crore in hand to invest in development activity.

She is seeking a moratorium on the payback plan. Prime Minister Manmohan Singh is well aware of her predicament in running the state. She is, essentially, a populist leader who needs a special budget for her populist ideas. The Centre has a problem in agreeing to Mamata because Punjab and Kerala are also in a similar financial mess, and the moratorium on huge interest will have to be given to these two states too.

Mamata has defeated the Left parties in an historic assembly election. Obviously, her next and prime target is the Congress in West Bengal.

The Congress can't, for obvious political reasons, grant such a big favour to West Bengal. Mamata, on other hand, is impatient because without some space to plan dynamic schemes to woo voters, she can't sustain the goodwill of her constituents.

Her critics are already writing that her popularity graph is on the decline due to micro-management of governance and lack of direction on macro issues.

The combination of all the above issues has convinced Mamata that Trivedi is not her best bet to pursue her plans in New Delhi, to bargain for the best possible terms by securing more funds from New Delhi, even though she will march on with her plans to hit at the Congress's turf inside West Bengal.

In this tough battle, another angle is added due to Banerjee's prime ministerial ambitions since the Congress's stock is plummeting fast. Like Tamil Nadu Chief Minister Jayalalithaa, she would prefer early polls to gain maximum advantage.

The TC has 18 members of Parliament but Mamata thinks that if elections are held now she will get many more seats in the LS and will be much a bigger force in national politics in the new set-up. In view of her own popularity facing multiple challenges, she is impatient and wants early elections.

Another minor issue in the evolving drama is that Trivedi is member of Parliament from Barrackpore where Muslim voters are the most important strategic voters.

Trivedi, who has generated goodwill among Muslim leaders in his constituency, is convinced that the Trinamool Congress now or after the Lok Sabha polls cannot side with the National Democratic Alliance led by the Bharatiya Janata Party due to the sensitivity of Muslim voters of West Bengal.

This makes him suspect in the eyes of Mamata who is convinced that the UPA has lost steam and all options should be open before her.

Compared to Mamata's vision, Trivedi has diagonally opposite views on development, financial management, the future of TC, handling of the Muslim vote bank in Bengal and on having truck with the BJP. The source in Congress says, "It is very much possible that Trivedi must have thought, on the eve of the railway budget, why not to go down after earning the status of shahid?"

Trivedi is using and playing with Mamata's unpopularity among the New Delhi media smartly. The source in Congress says, "It is anybody's guess if there was 'match-fixing' between Mamata and Trivedi to allow him to present the railways budget and then leave on the issue of the hike in passenger fares." 

It seems the luxury of parting amicably is not available to Trivedi after his aggressive interviews on television on Wednesday. Trivedi has linked the fare hikes to national interest and is saying that for him the party, meaning Mamata, is less important than the nation and his family.

If at all there was some pre-decided arrangement between Mamata and Trivedi, it broke down midway on Wednesday.

Trivedi played a smart one, but not a very intelligent one, on Mamata, but she is likely to have the last laugh on the issue. That is, on the issue of taking the side of the aam aadmi in the political battlefield of West Bengal where she faces the Congress and the Left parties.

Adra project in limbo as Railways, NTPC differ on land value

KOLKATA: National Thermal Power Corporation's proposed project at Adra in West Bengal, which it plans to execute with the Railways, has hit a roadblock over valuation of land on which it is to be built. The power producer now plans to approach the Railway Ministry for a resolution.

The 1,3200-mw thermal power plant is to be executed as a 26:74 joint venture between the two state-run entities. Over 1,300 acres of land identified for the project belongs to the Railways. NTPC and the Railways need to agree on its pricing for the project to take off.

"We feel the price being asked is on the higher side. The land is valued nearly at par with that in Kolkata, and NTPC executives are not too happy with the price being asked," an NTPC source said, adding, "NTPC officials are planning to take up the issue with the Railway Ministry so that it can be solved amicably."

The power producer is also waiting for the go ahead from the state government for acquiring land for another proposed 1,600mw thermal power plant at Katwa in Bardhaman district. The state government has acquired about 575 acres of land for the plant. NTPC needs another 1,000 acres to start construction.

"We cannot start construction work on this 575 acres," NTPC chairman Arup Roy Choudhury had said, adding that 0.7 acres of land was needed for every megawatt of power generation capacity.

The memorandum of understanding for the plant had been signed in December.

Mamata Banerjee treats railways as TMC property: CPI(M)

KOLKATA: After the Netai massacre , the ruling CPM in West Bengal isn't keen to focus on the terror issue while campaigning for the upcoming assembly elections. Rather, the party plans to run a "propaganda against Mamata Banerjee for virtually turning the railways into her party's property".
 
In a recently published document considered as the party's guideline for running its campaigns, the CPM claims, "Indian Railways has virtually been transformed into a TMC property. The party is engaged in stunts. The minister introduces trains even when there's been no budgetary provision or clearance from the Planning Commission."

The CPM in a 16-page document on Mamata Banerjee and her party says, "Introducing new trains without budgetary allocation and clearance from the Planning Commission will hinder passengers safety. The minister is also not making any effort to fill 2 lakh vacancies in the railways, most of which are connected with the aspects of passengers safety."

It is expected that the CPM leaders will harp on this issue while running their campaign for the ensuing assembly elections. The CPM further says that "attempts are being made to encourage the entry of private agencies in the day to day functioning of the railways. Draconian laws are being used to buy land for the railway projects and the minister has transformed the railways into the property of her party."

The document, which has been recently released by the state CPM leadership, will soon reach the districts and the party leaders across the state will run their campaigns against the Trinamool Congress on the basis of the document.

Rly financial position worsens: All PPP projects put on hold

Faced with a financial crisis, Railways have put on hold all PPP projects including proposed plants at Kanchrapara in West Bengal and Madhepura and Marhora in Bihar.

Railways have to commit approximately Rs 8,000 crore per annum for these three projects - an EMU/coach factory at Kanchrapara, diesel locomotive factory at Marhora and electric locomotive plant at Madhepura - for assured purchase orders.

"In the current situation, the railways is finding it difficult to commit for the assured offtakes," sources in the Railway Ministry said and added that "due to the fund crunch, railways have put a temporary hold on these PPP projects and have set up a committee to examine how funds can be provided to PPP projects and also to its own production units."

Multinational companies mainly from the USA and Europe are involved in the bidding of these three PPP projects in Kanchrapara, Marhora and Madhepura.

"The committee comprising six senior railway officials is to examine how assured purchase contracts can be provided because railways also have their own production units. If assured offtakes are entertained then there will be very little funds left for its own units," they said.

Railways' annual purchase is estimated at Rs 15,000 cr to Rs 18,000 crore for wagons, coaches and locos.

"If Rs 8000 crore is being kept for the three PPP projects then limited funds will be left for its own production units as well as for purchase of wagons," they said.

The committee has to examine the contradictory demands on railway funds. The committee has been given 15 days time to suggest ways and means to fund PPP projects as well as its own production units.
 
"So till the committee's report, there is a temporary hold on all these three projects," the sources said.

"Imaginary" Railway Budget, promised for West Bengal nothing in reality

New Delhi, 11th March: Participating in the Rajya Sabha on the discussion on general budget CPI(M) MP Shyamal Chakrbaorty said that at the outset he would like to give two examples of the railway safety measures. One is the answer to the question raised by an hon. Member of this House. Sir, the MoS of the Railways replied that about 41000 vacancies are existing in the categories deputed primarily for maintenance of tracks. So, only in the safety category, 41000 vacancies are still there.

He said, he would like to give another example. It was a statement by P.R. Menon, the General Secretary of the National Railway Mazdoor Union. Mr. Menon does not belong to any Left political party and he says, "The workmen are not getting proper equipment and gears. A number of workers carrying out repairs of OHT lines are electrocuted because they are forced to work without isolating the connections." So, these two instances are enough to explain the situation prevailing in the Railway department, particularly on safety measures.

Now, an impression has been created throughout India that the two consecutive Budgets have given so many projects to West Bengal. Actually, at face value, it appears so. But, what is the real situation?

He said, in the last year's Budget, 375 railway stations were announced which were to be upgraded as model stations. This year also, some new railway stations have been added. There was a name in that list. The name of the station was Nanur. I wrote a letter raising a question to the Railway Department as to where the Nanur railway station is situated. The MoS of the Railways replied that there is no such station by the name of Nanur in the Indian Railways network.

At this point BRINDA KARAT: said where is the Railway Minister? She should have been here.

Shymal Chakrbaorty said, Similarly, she recently announced in the Budget paper that names of two metro stations would be changed. One station would be named after the name of Shaheed Bhagat Singh in place of Rashbehari and the second one would be named after Mother Teresa in place of Park Circus. I tried to search as to where those metro stations were. But, there are no metro stations by the name of Rashbehari or Park Circus. So were the announcements.

Eighteen medical and nursing colleges were announced in the Railway Budget. But, not a single foundation stone has been laid for the colleges till this time. Sir, I have been given only seven minutes. How can I explain all these things? Now I come to the question of hawkers. She had assured in her Budget Speech that hawkers would be given medical insurance. It is a very good proposal. But, reality is that the railway hawkers have been fighting for too long for getting identity cards and licences. They have been deprived; they have been denied. Not only that. A fine of Rs.2000 or Rs.4000 was also imposed When the railway officers were asked why they were doing all these things, they replied: "It is the order from the highest authority!" Sir, how will the hawkers be identified if there is no identity card issued to them? If they are not allowed to hawk inside the train, how will it be possible?

Charboarty said that, take the example of Purulia Power Project. In the last year's Budget, it was announced that a 1,000 megawatt thermal power project would be set up in Purulia in collaboration with NTPC. One year has lapsed. Not an inch of work has been done there! Not only that; the NTPC the major partner has been withdrawn from that Project!

He said, coming to the Naihati Railway Project over the River Ganges, it was opened with much fanfare. But what is the reality? That work has been under construction for the last few years. Once there was a foundation stone laid by the hon. Minister. Now, all the foundation stone work has been completed. Only the railway line had to be installed there. Now, again, replacing that foundation stone, a new foundation stone has been laid! That is also one of the changes made! Now, she is saying about the Chittaranjan Locomotive Factory that manufactures railway engines.

He said when she was a Minister in the NDA Government, 3,000 posts were abolished. Still 2,500 posts are lying vacant. Orders were placed for 230 railway engines, but they could not complete them. They have completed only 205! The workmen are not there. And 50 per cent of that work is outsourced., She announced in the Budget that Burn Standard and Brethwiett would be taken over by the Railways. This year, in the Budget, not a single line has been written about that nor have any steps been taken! About Basumati Printing Press, she has made an open statement that she will take over it. When it was clear that "take over" means not only 'assets' but the 'liabilities' also, 'liabilities' of the employees are also to be taken. But, now,she is keeping mum! So, all these things are going on. She has now set up three Committees. In the name of 'passenger amenities', three Committees have been constituted. There is no IAS Officer; no IPS Officer; no technical person! But who are there? A painter is the Chairman! A theatre worker is the Chairman! A quiz master is the Chairman! They are making Rs.50,000/- per month. And free railway pass, free car; everything is given. What is the task of this Committee? Cleaning the bathrooms! This is the task. Some Committee members were also appointed by those three. Their only qualification is that they supported her in the last Parliament election! This is the only qualification! Huge expenses are being spent. All these expenses in railway accountAn innovative task has been taken by her; that is, changing the colour of all the railway stations! It was red. Because she does not like 'red'Like some creatures,......(Interruptions)... She is changing the colourNow, she is changing the colour of the stations. So, the colour of all the stations is going to be changed.

He said that Congress Members should be ready to hear slogans to change the colour of the Red Fort from red to green.

SO-CALLED 'WANT-TO-CHANGE' INTELLECTUALS LOOT RAILWAY FUND



There is no denying the fact that a number of Maoist intellectuals and other opportunists in the guise of impartiality and neutrality had played a pivotal role in sabotaging industrialization at Singur, Nandigram and developmental works in West Bengal during the last three years in connivance with industrial competitors, big business houses and imperialists.
They had also worked day in and day out campaigning in favour of Mamata Banerjee and her party candidates during the last Parliamentary Elections, 2009. Apart from this, they have also been supporting Maoists and instrumental in inciting criminals and antisocials to create serious problems of law and order in the state to destabilize the Left Front Government in West Bengal.
After becoming Union Railway Minister, Mamata Banerjee has constituted three new Committees to reward these Maoist intellectuals and the opportunists. Under her instruction, the Railway Board under the Ministry of Railways, Government of India has issued a Government Order bearing No. ERB-1/2009/23/33 on 9th October 2009 constituting the said committees with detailed facilities.
1. Heritage and Cultural Committee under the chairpersonship of Smt. Shaoli Mitra.
2. Passengers’ Amenities Committee under the chairpersonship of Shri Subhaprasanna Bhattacharjee.
3. Passengers’ Services Committee under the chairpersonship of Shri Derek-o-BrayenThe entire expenses of these committees will be borne by the Indian Railways.
Each full time member of the Committee will be paid Rs. 50,000/- (Rupees Fifty Thousand) as monthly salary and each part-timer will be paid Rs. 25,000/- per month.
They will be also provided with the following facilities and amenities free of cost as per the said Government Order:
A. Meeting allowance @ Rs. 520/-per day·
B. Free 1st Class AC Railway Pass with one companion·
C. Travel in Executive Class by flight·
D. Travel on road by car to be provided by the Indian Railways·
E. Lodging and boarding in Class I hotel anywhere·
F. Free telephone with ISD/STD facilities both at residence and office·
G. Free Medical treatment and facilities at the cost of the Indian Railways·
H. TA & DA at par with railway officers
I. Each and every Member of the Committees can appoint his/her own Private Secretary and of peons.
J. All of them will also be provided separate office and expenses for the same.
K.The Chairperson of each committee can enlarge his /her Committee by co-opting any person thought to be necessary.
L.The total expenditure in maintaining these three Committees comes around 50 Lakhs (Rupees Fifty Lakhs) per month.
These committees are unprecedented in the history of the Indian Railways. This is the first time that such expensive committees have been constituted at the cost of the public exchequer to accommodate sycophants and ‘so-called’ champions of tribals and downtrodden. These sycophants often used to raise the questions of nepotism, corruption and exploitation. But now they are most shamelessly drawing huge money from railway exchequer without performing any job.
The pseudo intellectuals Bibhas Chakraborty, theatre personality, Arpita Ghosh, theatre personality, Joy Goswami, poet, Bratya Basu, theatre personality, Pallab Kirtania, Singer, Rituparna Ghosh, film director, Ustad Rashid Khan, artist, GS Raitela, Director General, National Council of Science Museum, Ratan Thiyam, theatre personality and many others have been made their members. Rajesh Agarwal, Executive Director of Railway Board, will act as the Coordinating Officer.
The entire exercise is nothing but blatant misuse of power and public exchequer for the promotion of the interests of the sycophants and the party.

THE DISGUSTING PLAY-ACTING ON RAIL TRACKS

KOLKATA,20th SEPTEMBER: First she announced that she would ‘change everything’ about the Indian Railways. Then she, with great fanfare, and at great cost, ‘spend more,’ overtly or otherwise, is after all the neo-liberal economic mantra, ‘flagged off’ train after old-coach-laden tired-looking train, with the loco running staff standing petrified in horrors and apprehensions of various kinds. The Bengal Governor was ‘pleased to be’ present, as always, on every occasion, as were the squads of various central ministers of differing rankings, plus the Trinamuli ‘intellectuals.’

Then, more recently, she did something that would call for, we confess, real courage, if desperation can be equated with courage in these distressing times for her as the web-and-waft of the jockeying for the mayoral positions for the Siliguri Municipal Corporation surely gets her nervy and worse.

She brought out condemned coaches of the various Delhi-Howrah-Delhi trains, had the exteriors painted in horrifically garish ‘psychedelic’ colours -- reminding us of the days when an anarchist ‘hippie’ culture had ruled the roost in capitalist Europe and the US -- and gloatingly passed off such a poor, dilapidated ensemble of a train as the ‘irrepressibly fast’ duronto in Bengali, express train that would run non-stop to and fro Delhi-Howrah, except for fuel stoppages.

The very first run proved a disaster. The creaking coaches would not be moved initially. A new engine was brought in, with no results. An engine of another more popular Delhi-bound train was uncoupled and put to push the ‘irrepressible.’ This time a snail’s pace was observed – only up to the local Dankuni station, an embarrassingly few kilometres away when the worn-out train gave up the ghost.

That yet another engine managed to pull the train staggeringly away in some manner to Delhi, well behind schedule, does not detract from the fact that the chieftain is playing dangerously, recklessly with the lives of passengers, safety be damned, and this was especially evident when one saw that after the third time ‘flag off,’ the train pulled irrepressibly away ignoring a Red signal – or was it a symbolic gesture on the minister’s part?

CPI (M) objects to Railways’ advertisement

KOLKATA, 24th August: The Communist Party of India (Marxist) on Monday objected to an advertisement by Indian Railways announcing one of its schemes with graphics of the Trinamool Congress election symbol and demanded its withdrawal.

In a letter to Prime Minister Manmohan Singh, the CPI (M) Parliamentary Party leader Sitaram Yechury said he was aghast to see the graphics in the half-page advertisement that appeared in all major national dailies, announcing the scheme of free monthly season tickets for students.

“Surely you will agree that this is a brazen attempt at utilising government funds for promoting the political interests of a particular party which happens to be a member of the ruling coalition under your leadership,” he said. Mr. Yechury requested the Prime Minister to ensure that such advertisements were withdrawn and that he also issue necessary instructions to all government departments not to promote the partisan interests of any political party at the expense of public money.

Siliguri-Sikkim broad gauge railway survey

GANGTOK, 18 JUNE: The North East Frontier Railway has begun a survey for broad gauge railway project between Siliguri and Gangtok. According to Mr Bimal Samanta, chief survey officer, NF Railway, a broad gauge railway line would be laid up to Gangtok following submission of the survey report.
The survey team is now busy at Kalijhora near the Teesta in West Bengal. The report of the first phase of the on going survey would be submitted to the Railway Board along with technical designs by the end of November. The New Jalpaiguri Division of NF railway would start executing the project from December 2009. According to Mr Samanta, the line would be laid up to Rangpo (Sikkim-West Bengal border) in the initial phase, while the railway line would reach Ranipool near Gangtok at later stages.
It was also learnt that at least 14 tunnels would come in between Rangpo and Siliguri along NH 31A. The Rangpo-Ranipool stretch would have another 10 tunnels in the much awaited railway project in the Himalayan state. When asked about the structural designs and feasibility, Mr Samanta added that the railway project would be based on the study of the hilly railway system of Switzerland.
